In my opinion, Jesus was speaking of supplementing the teachings of the Mosaic Law (which were the "old treasures" to which He was referring, and which contained God's standards for human actions, but which also required perfect adherence to all the Law's provisions (which no human could achieve) as the means of obtaining eternal life) with the gospel of forgiveness and salvation that Jesus would make possible through His own atoning death and resurrection (the "new treasures"). The previous standards did not change, and still provided valid guidance for conduct, but no longer presented an unfulfillable impediment to the attainment of eternal life.
