I interpret Jacob's reference here as speaking of the dream that he had (as indicated in Genesis 28:12-17), as part of which God told Jacob, "I am with you and will watch over you wherever you go, and I will bring you back to this land. I will not leave you until I have done what I have promised you." (In my opinion, the capitalization of the word "Angel" in the passage cited in the question is indicative of God Himself speaking, rather than an angel, who would have been a subordinate being created by God.) God also spoke at the time of Jacob's dream of Jacob's descendants being like the dust of the earth (that is, so many that they could not be counted). This corresponds to Jacob's recounting of that promise in the passage cited in the question.
