I would say that the idea being expressed here is that it is easier (and thus also more deceptive through a premature feeling of self-satisfaction) to say that you intend to do something (particularly with respect to a vow made to God, which should be undertaken only with the greatest seriousness and purpose, due to the fear -- that is, the mixture of profound respect and awe -- with which He should be approached) than it is to follow through and fulfill the vow that you have made by actually doing what you said you would do.
