What does the term "islands" or "isles" refer to in Isaiah 41? Does this reference the remnant?

Isaiah 41:1

ASV - 1 Keep silence before me, O islands; and let the peoples renew their strength: let them come near; then let them speak; let us come near together to judgment.

In my opinion, the word "isles" in the cited passage is being used in its usual geographic sense to indicate the inclusiveness of the lands or areas of the earth (along with their idolatrous Gentile inhabitants) to which the message spoken in the chapter is directed (that is, to even the most remote regions), and with whom God intends to debate His cause.
