ESV - 1 In the third year of Cyrus king of Persia a word was revealed to Daniel, who was named Belteshazzar. And the word was true, and it was a great conflict. And he understood the word and had understanding of the vision. 2 In those days I, Daniel, was mourning for three weeks.

In my opinion, the reference to the Prince of Persia was not speaking of an earthly ruler, or even a human being, but pertained to a powerful, evil spiritual being opposed to God, with specific assigned involvement in the affairs of Persia at the time the cited passage was written. This being was opposed in the spiritual realm by the archangel Michael as a champion for Israel, as indicated by the reference to him in Daniel 10:13.
