Although the speech of Christians should conform to God's standards and requirements to a progressively greater degree as they go through life, they still live in a fallen world with numerous temptations to speak in a profane manner or even to actually curse others, to which they may still succumb. (In addition to the Old Testament verses cited in the question, James made this same specific point in his New Testament epistle (James 3:10), but also remarked that the use of irreligious speech should not occur among Christians.) Christians should seek the help of the indwelling Holy Spirit in controlling their tongues to an ever-increasing extent, and using their power of speech (as indicated by Paul) to praise and glorify God.
