I would say that the idea being conveyed by the cited passage (which were words spoken to Job by Elihu) is that God can use the pain experienced by an individual as a result of that person's actions to "chasten" (that is, discipline or correct, or, literally, to make more chaste or pure) the individual by bringing him to a realization of the relationship between those actions and his current condition, and of thus moving the person to repentance and a return to God through the reforming of his actions.
