I would say that it was because the passage that Jesus was quoting was not something said by God Himself (as the Law given by God through Moses in Exodus through Deuteronomy was), but a prophetic passage from the Psalms as part of the Old Testament as a whole, which was also inspired by God, but recorded or said by others.
