In my opinion, in the cited verse, Elihu was not referring to God somehow impeding our seeking Him or our communication with Him. (God says elsewhere in the Bible (such as in Jeremiah 29:13) that those who seek Him with all their heart will surely find Him.) Instead, Elihu was saying that, however diligently we might search and study, God (at that time and in the totality of His Being) was beyond human comprehension. (God addressed this for all time through the incarnation of Jesus.)
No, although it is true that we can never understand God entirely (Dt 29:29), we still can have a meaningful relationship with Him. God has revealed Himself through the Man Christ Jesus (1 Timothy 2:5 5). “For there is one God and one mediator between God and mankind, the man Christ Jesus.” (Heb. 1:1-3) See also John 14:9 where Jesus told Philip: “Anyone who has seen Me has seen the Father.”
