I would say that the psalmist is wanting God to "rise up" in the sense of taking action (as a human would upon rising from sleep or rest) against those individuals (such as earthly judges who, in a sense, act as "gods" in the sense of carrying out God's judging function in this world) who corruptly allow or even perpetrate the injustice and wickedness noted by the psalmist in verse 2 of the psalm by defending the unjust and showing partiality to the wicked.
