28 He sent darkness, and made it dark; and they rebelled not against his word. I take it "his word" refers to "God's Word," but who is the "they" who rebelled not against it?

"They" is referring to the Egyptians at the time of the various plagues (including darkness) that God inflicted upon them for refusing to let the Israelites go. I don't know the fine points of Hebrew grammar, and there does seem to be some variation among differing translations of the cited verse on the biblehub.com website (found at https://biblehub.com/psalms/105-28.htm). However, multiple translations of the verse on that site express the thought being conveyed as a question, rather than as a statement. (In other words, the verse is translated "for had they not defied His words?", rather than "for they had not defied His words.") It was that defiance that was the grounds for God's actions against them.
