I would say that those many prior failings and rebellions were itemized to place even greater emphasis on the extent of God's love and mercy toward His people. He may have chastised them and punished them, but he ultimately did not forsake them or negate the covenant that He had made with Abraham (as He would have been entirely justified in doing).
