Proverbs 21:16
KJV - 16 The man that wandereth out of the way of understanding shall remain in the congregation of the dead.

I would say that the reference to the congregation of the dead does not pertain to all the dead in general, but specifically to the eternal state of those who do not avail themselves of the salvation offered by God through faith, by not comprehending their inability to save themselves through their own efforts.
Proverbs 21:16: The man that wandereth out of the way of understanding shall remain in the congregation of the dead. The congregation of the dead today are those who lean on their own understanding, of being wise in their eyes that leads them to direct their paths. (Pro 21:5-7) This path has led every child who has wrought in their own will that has led them to walk in lasciviousness, lust, excess of wine, reveling, banqueting, and abominable idolatries in life today. (1Pet 4:3) For many in time past walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience. (Eph 2:2) The people who are led by the spirit of their own wisdom direct their path and begin to wander out of the way of understanding. (1 Corin 2:11,14) When the people saw that Moses delayed coming down from the mount, they told Aaron to make gods which shall go before them. Thus, they offered their golden earrings and made a molten calf, and offered burnt and peace offerings to the gods that they believed brought them out of the land of Egypt. For they turned out to be stiff-necked people. (Exo 32:1,4,6,9) Today if you wander out of the way of understanding and be in touch with the unclean thing you shall remain in the congregation of the dead. Daniel, having an excellent spirit in him Darius the Median thought to set him over the whole realm, but the presidents and princes sought to find occasions against Daniel concerning the kingdom. Daniel knew this congregation of the dead and he withstood from them of their evil thoughts of judgment on him. He boughed not to their royal statute and was then cast in the den of lions and the angel of God shut the lions’ mouths. (Dan 6:3-4,22) 2 Corinthians 6:17: Wherefore come out from among them, and be ye separate, saith the Lord, and touch not the unclean thing; and I will receive you.
