I would say that He did it so that the Israelites would always have a visible reminder and assurance of His presence with them, whether through the cloud by day or the pillar of fire by night.

God also used the cloud to guide the Israelites as to where to go and when to stop when the Tabernacle was taken down and the nation moved from one encampment to the next.

This event was the fulfillment of God's promise in Exodus 29:43-46.

God said, "And there I will meet with the children of Israel, and the tabernacle shall be sanctified by My glory. So I will consecrate the tabernacle of meeting and the altar. I will also consecrate both Aaron and his sons to minister to Me as priests. I will dwell among the children of Israel and will be their God. And they shall know that I am the Lord their God who brought them up out of the land of Egypt, that I may dwell among them. I am the Lord their God."

The Lord would meet with His people and speak with them, and display His glory.

Leviticus 26:11,12: "I will set My tabernacle among you, and my soul shall not abhor you. I will walk among you and be your God, and you shall be My people."

Numbers 9:15: And on the day that the tabernacle was reared up the cloud covered the tabernacle, namely, the tent of the testimony: and at even there was upon the tabernacle as it were the appearance of fire, until morning.

The children of Israel sighed by reasons of bondage in Egypt, and they cried, and their cry came unto God. God having respect unto them remembered His covenant with Abraham, Isaac, and Jacob, and called Moses to bring them forth out of Egypt. (Exo 2:23-24/3:8) Having the anguish of spirit and for the cruel bondage they were going through, they hearkened not to Moses. (Exo 6:5,9) The Lord then said unto Moses, "Thy brother shall be thy prophet who shall speak all that I command thee, and Aaron shall speak unto Pharaoh who shall use his rod to do mighty signs and wonders bringing the plagues to Egypt." (Exo 7:1-2,9) 

Having seen the signs and wonders of the Lord, they were then set to let go out of Egypt. He led them not through the way of the land of the Philistines which was very close to them to go to the promised land, flowing with milk and honey. Going through this land and facing a war would lead them to return to Egypt, for He then led them through the way of the wilderness of the Red Sea. (Exo 3:8/13:17-18) Thus having the commandments of the Lord to rest in tents and to be journeyed by the hands of Moses for the “tent of the testimony.” (Nub 9:15,23) 

As they took their journey from Succoth in Egypt, the Lord went before them by day in a pillar of a cloud to lead them the way and by night in a pillar of fire to give them light to go, by day, and by night. For he took not away the pillar of the cloud by day nor the pillar of fire by night from before the people. (Exo 13:21-22) The Lord God, having His presence in the cloud, was to lead them into the promised land as He had made a covenant with Abraham and his son Isaac promising to give the land of Canaan to their descendants. (Gen 17:1-10)

Exodus 13:21: And the Lord went before them by day in a pillar of a cloud, to lead them the way; and by night in a pillar of fire, to give them light; to go by the day and night.
