In my opinion, Peter is speaking of the most elemental truths of the gospel, which I would summarize as the existence of one holy eternal God in three Persons; universal human sinfulness, resulting in the inability of humans to make themselves acceptable to God through their own actions, and consigning them to eternal separation from God; the incarnation of Christ as both true God and true man; Christ's death as the sufficient payment of God's penalty for human sin; and Christ's resurrection as the proof that that payment was sufficient in God's sight, making human salvation possible by faith in that payment, rather than in individual effort.

"Pure spiritual milk" is a metaphor for the Word of God. It is how we grow in our salvation, becoming all that God has called us to be. So we have to crave the Word of God. It is pure, uncontaminated.

I think it means "the source of Christian growth (see First Peter 1:24-25)."

25 but the word of the Lord remains forever."
And this word is the good news that was preached to you.

I agree, that "'milk'" refers to the "Elementary Christian teaching [which is] likened to milk. Hebrews 5:12-13 See also 1 Corinthians 3:2;
1 Peter 2:2."

"As newborn babes for the pure milk that is for the mind eagerly crave, that ye may grow unto salvation:"

"Pure spiritual milk" refers to the unadulterated Word of God —the Bible —which provides spiritual nourishment for believers to grow in their faith. Just as a baby needs milk to grow physically, Christians need to "crave" and consume God's Word for spiritual growth and to mature in their understanding of salvation. 

The phrase is used to urge believers to seek and study the Bible for spiritual development actively.

The verse is an exhortation to eagerly desire this spiritual sustenance with the same intensity that a newborn baby craves milk. 

Since milk promotes physical growth to maturity, elementary Christian doctrine is likened to "milk" for spiritual babes, which will strengthen them to grow to the point of assimilating "solid food," the deeper spiritual truths. (1Co 3:2; Heb 5:12-14)

Through this verse, God calls on spiritually thirsty ones to buy this growth-promoting spiritual" milk" which, through his undeserved kindness, they can obtain "without money and without price."

Babies do not have to cultivate a longing for milk. The feeling comes naturally. But the Scriptures acknowledge that we do have to form a longing for God's word. And if you read just one page of the Bible every day, that longing will soon come. Attentive Bible reading can do much to develop our perceptive powers and to stimulate our appetite for spiritual things.

Conclusion:

This verse is an exhortation to eagerly desire this spiritual sustenance with the same intensity that a newborn baby craves milk.

Likewise, daily Bible reading requires self-discipline. You are not born with a desire for it. You need to "form a longing" for God's Word. (1 Pet. 2:2) As you cultivate the habit, your spiritual appetite will grow. Then you may find that you want to broaden out by undertaking special projects of Bible reading and study to deepen your understanding and appreciation for the spiritual riches that Jehovah has made available to us.
