In my view, the writer of Hebrews is saying that Christ's sinless life, atoning death, and resurrection were not intended by God to be part of a continuing, repetitive cycle of sacrifice extending into the future, but instead were God's "final word" with respect to atonement and salvation. That is what makes those events the "culmination" of the prior ages, no matter how long it might be in temporal terms until Christ returns.
