Why does the angel, and not God, make the promise to Hagai, "I will multiply your descendants exceedingly, so that they shall not be counted for their multitude"?
Genesis 16:10 NKJV [10] Then the Angel of the Lord said to her, “I will multiply your descendants exceedingly, so that they shall not be counted for multitude.”

ESV - 10 The angel of the Lord also said to her, "I will surely multiply your offspring so that they cannot be numbered for multitude.
