Is Romans 1:29-30 talking about Christians or pagans?

Romans 1:29-30 esv

"[They are full of] envy, murder, strife, deceit, maliciousness. They are gossips, 30 slanderers, haters of God, insolent, haughty, boastful, ... "

Romans 1:18 - 32

ESV - 18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who by their unrighteousness suppress the truth. 19 For what can be known about God is plain to them, because God has shown it to them.

ROMANS 1:28-32: "It gets worse. When people reject God, God delivers them over to a corrupt mind (1:28). Thus, instead of acting sane, they act like people who have gone stark raving mad. The worst part is that they still assume that they are thinking clearly.

" You can know a person or a culture has descended into ultimate corruption when people give public and legal approval to sin. Paul lists twenty-four ways godlessness leads to madness. This is a catalogue of societal breakdown, filled with greed, murder, and deceit (1:29). We look around at our culture and say, 'How did things get so crazy?' Paul answers as a society, you asked to be free from God. This is what you get."

Paul 's arguments challenge the secular pagan mind yet they also pierce the shallow spiritual confidence of many nonpagans.

The book of Romans is a mighty leveled that declares that all have sinned and fallen short of the glory of God. (3:23)
