When Moses broke the original tablets, which were formed by God, The Lord had Moses make the new tablets, bring them up the mountain, and then God wrote the commandments on them.
Exodus 34:1: And the Lord said unto Moses, Hew thee two tables of stone like unto the first: and I will write upon these tables the words that were in the first tables, which thou brakest. When the angel of the Lord appeared unto Moses in a flame of fire, out of the midst of a bush, the bush was not consumed. God the Father called him out of the midst of the bush to bring out His people from Egypt. (Exo 3:2,4,7) Moses then brought them out through the Red Sea into the wilderness and then came to the desert of Si’-nai. (Exo 19:2) Moses and Aaron were then called on Mount Si’-nai, and God spoke to them the ten commandments that they shall follow. (Ex 20:3,4,7,8,12,13,14,15,16,17) Lord God then spoke to him that He will send an angel before them, and told them, "Beware of Him, obey his voice, provoke Him not, for my name is in Him." (Exo 23:21) The angel of the Lord that appeared in a flame of fire, in the bush, and God the Father spoke through the fire, this was the angel of the Lord that Moses was told to be aware of. The Lord then spoke unto Moses and gave him two tables of testimony, tables of stone written with the finger of God. (Exo 31:12,18) The Lord saw the people worshipping a molten calf of gold, which was fashioned by Aaron. The Lord was then provoked in anger and said to Moses, "Let me alone that my wrath may wax hot against them, that I may consume them and make of thee (Moses) a great nation." Moses besought the Lord, and the Lord repented for what He thought to do unto the people. When Moses came down, seeing them dancing around the calf, Moses' anger waxed hot, and he cast the “Tables of Stone,” and broke them beneath the mount. (Exo 32:8,10-11,14,19) The first hewn stones were of the Lord. Moses then had to hew two tablets of stone, and the Lord said that He would write the words that were in the first tablet, which Moses cast and broke. (Exo 34:1) The Lord then descended in the cloud and stood with Moses, and spoke to him all the commandments (Exo 34:14,17,18,19,21,22,23,25,26). After the Lord spoke unto him, the Lord said unto Moses, “Write thou these words: for after the tenor of these words I have made a covenant with thee and with Israel.” Moses was there with the Lord for forty nights and Moses wrote upon the tables the words of the covenant, the ten commandments. (Exo 34:27-28) Exodus 34:28: And he was there with the Lord forty days and forty nights; he did neither eat bread, nor drink water. And he wrote upon the tables the words of the covenant, the ten commandments. Acts 7:37-38 This is that Moses, which said unto the children of Israel, "A prophet shall the Lord your God raise up unto you of your brethren, like unto me; him shall you hear. This is he, that was in the church in the wilderness with the angel which spake to him in the mount Si’na, and with our fathers: who received the lively oracles to give unto us."
