NKJV - 27 Then they came to Elim, where there were twelve wells of water and seventy palm trees; so they camped there by the waters.

There were twelve forefathers of Israel. Those persons who went with Joseph into Egypt were seventy (Gen 46:27). It is a direct remembrance by God that He has done this thing to fulfill His promise to Abraham. It is an orderly recognition by a supernatural occurence. There may be a future significance of 12 disciples and 70 missionaries relating Old to New Testament, but this is most likely a direct referral to 12 forefathers, 70 Israelites going into Goshen.
