Did God or Satan make David take a census?

2 Samuel 24:1 says God made David  take a census.
1 Chronicles 21:1 says that Satan made David take a census

Do these passages contradict?

2 Chronicles 21:1

ESV - ¹ Jehoshaphat slept with his fathers and was buried with his fathers in the city of David, and Jehoram his son reigned in his place.
