Must precept be upon precept?

Jo, that is an interesting question you present here. I do not know the answer howeve, I looked up the meaning of precept.

In very simple terms it relates to the creation of laws that govern a particular course of action.

I take this verse, to loosely=my understanding, mean that when you are creating a set of laws for a group, let us say, the 1st law would set the ground rule, and then, each subsequent law would be related to the 1st.

Kind of like building the walls of a house. The first row sets the foundation and then each row above is inter-connected to the foundation row so as to bind them all together in unison.
