ISBE say it was used in Religious Rites:
-- Consecration:
Consecration of officials or sacred things (Gen 28:18; 35:14; Ex 29:7,21 ff; Lev 2:1 ff; Nu 4:9 ff; 1 Sam 10:1; 16:1,13; 2 Sam 1:21; 1 Ki 1:39; 2 Ki 9:1,3,1; Ps 89:20): This was adopted by the early Christians in their ceremonies (Jas 5:14 --14 Is anyone among you sick? Let him call for the elders of the church, and let them pray over him, anointing him with oil in the name of the Lord.), and is still used in the consecration of crowned rulers and church dignitaries. James A. Patch

I actually did this once when I myself was sick and at Dallas Theological Seminary. I called the elders of my Mexican church in Dallas, Primera Iglesia Bautista, and they came to my dorm room (I was still single then), and they anointed me with oil in the name of the Lord, and I was healed! It is a good New Testament commandment.
