In my opinion, what God (speaking through David) is saying in this verse is that, if people look to Him for guidance and direction in how they should live their lives or make decisions, He will watch over them (or "keep His eye on them", as we would also say in idiomatic English), and respond to their need or request by instructing and teaching them.

As the next verse (verse 9) then admonishes, those seeking God's guidance should act wisely by willingly heeding His counsel and instruction, and behaving accordingly, as contrasted with less compliant people, who will not heed counsel or advice (even if it is intended for their benefit) unless they are compelled to do so.

I view this as somewhat similar to the thought expressed by Solomon in Proverbs 3:5-6.

Yes, Psalm 32:8 (ESV) says:

"I will instruct you and teach you in the way you should go; I will counsel you with my eye upon you."

This verse expresses God's personal guidance and care. The phrase "I will counsel you with my eye upon you" suggests not only instruction but also a watchful, loving oversight. It conveys the idea that God is not giving distant, impersonal guidance, but rather, He is intimately involved, watching over His people as He leads them.

Cross references to your Psalms verse, Craig, according to Warren Wiersbe (Table of Contents) would be Psalm 33:18 and 34:15:

Psalm 33:18 (ESV): "Behold, the eye of the Lord is on those who fear him, on those who hope in his steadfast love."
Psalm 34:15 (ESV): "The eyes of the Lord are toward the righteous and his ears toward their cry."

In Psalm 32:8, "I will counsel you with my eye upon you" means God promises personal, attentive, and loving guidance, watching over believers to direct them. It signifies a close relationship where God provides gentle, proactive direction rather than requiring harsh, restrictive discipline.

The phrase implies a "knowing eye" or a "look," like a loving parent guiding a child with a glance.

God is not guiding from a distance; He is closely watching. 

This promise suggests a partnership where God provides wisdom based on His intimate knowledge of the individual and their situation.

This verse is viewed as a promise of God's watchful care and personal direction in a believer's life.

God made this promise: Psalm 32:8 ESV: "I will instruct thee and teach thee in the way which thou shalt go: I will counsel thee with mine eye upon thee."

Through this verse, God offers not only advice but also insight, which is the ability to see into or below the surface of a situation. Having insight to discern what goals are truly beneficial can protect us from wasting our lives on worthless pursuits.

The insight that God provides is a treasure to be cherished. We should be aware, however, that if we do not continue in the course that has enabled us to acquire godly insight, we can lose it. 

The circumstances of such a person are as described in Psalm 36:1-4 ESV, where we read: "The transgression of the wicked saith within my heart, There is no fear of God before his eyes. 2 For he flattereth himself in his own eyes, That his iniquity will not be found out and be hated. 3 The words of his mouth are iniquity and deceit: He hath ceased to be wise and to do good. 4 He deviseth iniquity upon his bed; He setteth himself in a way that is not good; He abhorreth not evil."

This person actually convinces himself that what he is doing is right, and he tricks others into following him. 

How vital, then, that we not only have insight but also safeguard it by appreciating the means by which God has enabled us to acquire it!

In the Christian Greek Scriptures, the verb translated 'have insight' is also rendered 'get the sense of' and 'perceive.' (Romans 3:11; Matthew 13:13-15; Ephesians 5:17) What God promises his servants is the ability to do these things and understand why we need to do them.

God watches to see how we respond to his fatherly training, and he seeks to help us further. 

We need to keep ourselves humble before him, recognising that he is our loving Teacher and Father.​—Read Matthew 18:4.

We must be diligent in personal study of God's Word, which helps us to understand it. 

It is also important for us to take time to meditate on how the things we learn can be applied in our own lives and used to help others.

David sums up Psalm 32 by showing his appreciation for Jehovah's insight:

Psalm 32:11 ESV: "Be glad in Jehovah, and rejoice, ye righteous; And shout for joy, all ye that are upright in heart."

David appreciated that Jehovah's acts of loyal love surround us, providing spiritual protection from dangers that could test our integrity. 

How important it is, then, that we always listen to God through his word!
