A man covering a woman with his garment or cloak (or a woman covering herself with a man's garment or cloak (Ruth 3:7-9)) was an action in biblical times expressing an intention or desire to be married to the person in question (similar to a verbal proposal today).

In the passage from Ezekiel cited in the question, God is employing this same imagery in regard to His relationship with Israel, just as He referred to Himself as Israel's husband in other scriptural passages, such as Jeremiah 31:32.
