Why were the gentile believers in Acts 15 given these simple rules instead of requiring them to obey the laws of Moses?

Explain what it means that gentiles are only bound to not have idols, not fornicate, not eat of strangled meats, and not eat blood. Are these all gentiles have to do, as opposed to all the laws of Moses?

Acts 15:28 - 29

ESV - ²⁸ For it has seemed good to the Holy Spirit and to us to lay on you no greater burden than these requirements: ²⁹ That you abstain from what has been sacrificed to idols, and from blood, and from what has been strangled, and from sexual immorality. If you keep yourselves from these, you will do well. Farewell.
