ESV - 29 Then the boundary turns to Ramah, reaching to the fortified city of Tyre. Then the boundary turns to Hosah, and it ends at the sea; Mahalab, Achzib.

As far as I am aware, a fortified city was one that was surrounded by a thick, high wall with watchtowers and closable gates built into it, as well as by ramparts (barriers) or trenches outside of it that were meant to prevent a hostile force from gaining entry to the city by storming it. I believe that such a city also usually included a high stone tower within the walls that could serve as an observation post; as a defensive shelter in which the inhabitants of the city could take refuge to escape enemy forces that had managed to gain entry into the city; and also as a point from which projectiles or hot liquids could be cast down or poured upon enemy forces (as happened, for example, to Abimelech at Thebez in Judges 9:50-54).
