Promise of Restoration
33 While Jeremiah was still confined in the courtyard of the guard, the word of the Lord came to him a second time: 2 “This is what the Lord says, he who made the earth, the Lord who formed it and established it—the Lord is his name: 3 ‘Call to me and I will answer you and tell you great and unsearchable things you do not know.’

In my opinion, the expanded or amplified description of Himself that God gave in the verse cited in the question was for emphatic purposes, in order to make clear to Jeremiah (even in the midst of the adverse circumstances that Jeremiah was in when God spoke to him) the absolute power and ability of God to do as He chose, and to accomplish or bring to completion any purpose that He sought to achieve -- a power that was also greater than any opposition or hardship to which Jeremiah, or the people of Jerusalem or Judah, might be subjected by their enemies.
