KJV - 1 And he said unto Moses, Come up unto the LORD, thou, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel; and worship ye afar off. 2 And Moses alone shall come near the LORD: but they shall not come nigh; neither shall the people go up with him.

Exodus 24:15 says that Moses went up on Mount Sinai (per the command that God had given him in Exodus 24:12), at which time the glory of the Lord covered Mount Sinai in the form of a cloud. Seven days later, God called to Moses out of the midst of the cloud, and Moses entered the cloud, and was there for forty days and forty nights, after which the next recorded action is God speaking to Moses (starting in Exodus 25:1), which included the instructions for the tabernacle (Exodus 26). Moses is then not recorded as coming down from the mountain until Exodus 32:15. Therefore, I would say that Moses was physically in the presence of God in the cloud on Mount Sinai when he received the instructions for the tabernacle.
