I would say that the Bible addresses this question by its repeated statement in the book of Judges (Judges 17:6 and Judges 21:25) that (at the time of that book) "every man did that which was right in his own eyes". In other words, when God is not involved, human conduct becomes ultimately governed by self-centered personal interest and arbitrary individual judgment. Although the God-given (and thus innate) human conscience may produce some moderating influence in that regard, "good" becomes in the final analysis a matter of each person's subjective opinion.
