ESV - 1 Blessed are those whose way is blameless, who walk in the law of the Lord! 2 Blessed are those who keep his testimonies, who seek him with their whole heart.

I would say that, even for those with knowledge of and instruction in God's commands -- as certainly in the case of David, for example (even if he may not have been the author of this particular psalm) -- this world and life, as well as our individual fallen natures, still present numerous and frequent opportunities or temptations to sin, or (in the metaphor of the sheepfold) to go astray, while still remaining at a fundamental level (as a result of that aforementioned prior knowledge and instruction) a member of the flock. In such a case, God can still work through that knowledge, as well as through the ordering of events, to recover the straying believer (or, as Jesus expressed it, to find the lost sheep and bring it home with rejoicing (Luke 15:1-7)).
He was still the servant of God and not the servant of sin (RO 6:6 Knowing this, that our old man is crucified with him, that the body of sin might be destroyed, that henceforth we should not serve sin), and he still remembered God’s Word, so he would not stray for long. “We too may stray from God for a time, but we may not forget His Word.” (QSB) Psalm 119:61 The ropes of the wicked tighten around me, but I do not forget your law. Psalm 119:93 I will never forget your precepts, for by them you have revived me. And my favorite -- Ps 119:16 I will delight myself in thy statutes: I will not forget thy word. The Good Shepherd would find him and lead him back to the fold. He would anoint his wounds with healing oil and give him a long, refreshing drink of water (Ps 23:5).
