I would say that the working or influence of the indwelling Holy Spirit in the lives of believers should result in the presence of the fruits of the Spirit in the believers' attitudes and actions, as enumerated by Paul in Galatians 5:22-23: love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control.

To the extent that believers either do not seek to cultivate these attributes, or even actively exclude them from their lives, they are stifling the Spirit. (This does not reflect a weakness in the Spirit's power or a diminution of the Spirit's identity as God, but is wholly attributable to the individual's actions, which is why Paul directs his comments in 1 Thessalonians 5:19 to the church members themselves.)
