An ordinance is a rule of a governing body. In relation to the Bible, I would say that many different religious groups have their own rules governing their sect. For example: Methodist, Catholic, a Presbyterian, etc.

A sacrament is a rite obtained by a group of church members as a sign of grace, for instance: baptism, communion, or last rites.
