Isaiah 54:10 NIV  Though the mountains be shaken
    and the hills be removed,

I believe the Spirit of God is saying to Israel that his love for them and his covenant of peace will endure forever, unlike his creation that will pass away. I believe it is a distinction between the eternal and the temporal.
