If there is no reincarnation as per Heb 9: 27, then how is it possible for Elijah to come according to Mathew 17: 12-14
But I tell you, Elijah has already come, and they did not recognize him, but have done to him everything they wished. In the same way the Son of Man is going to suffer at their hands.” 13 Then the disciples understood that he was talking to them about John the Baptist.

Also the coming of two prophets in Revelation 11th chapter that is a symbolic reference of Elijah and Moses. Could you please explain?

There are two men who historically, according to Scripture, have not died - Enoch and Elijah. These two men may very well be the two witnesses in Revelation, who will die at the hands of the antichrist.

When Jesus referred to John the Baptist as being Elijah, He did not mean that Elijah was reincarnated, but simply that John came "in the spirit and power of Elijah." (Luke 1:17)
