Yes JESUS was there. In John 1:1 says in the beginning, was the Word and the Word was with GOD and the Word was GOD. HE (JESUS) was in the beginning with GOD, because HE is the Word of GOD. So JESUS was there in Moses time when he (Moses) was on top of the mountain. JESUS is the Word of GOD manifested in the flesh. In the creation GOD said "Let Us make man in our image. The Word was with GOD and is GOD.

There is NOT evidence whether Yes'Hua was at the burning bush, but we can consider the following -

Yes'Hua the messiah is the promise = Grace

God speaking to moses concerning the giving of the Torah = Law

Law and grace don't mix. They are POLAR OPPOSITES. So in my personal opinion from that stand point is NO. Yes'Hua was not there in the bush at the giving of the law and then later be sent as the grace sacrifice for sin. Yes'Hua is either of law or grace. Not both.
