Answer him/her saying,
1. Tongues are not for the Church nowadays. They were spoken during the days when the NT was not written and consoildated. Tongues were to cease. I.e., tongues would "peter out" of themselves (1 Corinthians 13:8).

2. Even during the days of the first Church, they were not meant for everyone (1 Corinthians 12:30). So ask him to rejoice since we dont have the tongues which were imperfect (1 Corinthians 13:9,10) and they were also a major menace which was created in the Corinthian Church because of lack of comprehension (1 Corinthians 14:2-5).

3. We have something much better than the tongues (1 Corinthians 13:9). I,e., the Bible. Warn him that those who claim to speak in tongues lack a proper understanding about the gift of tongues and their history.

4. The issue of tongues has been addressed only in Paul's 1st epistle to the Corinthians and no where else in the NT. Because the Corinthian believers instead of loving others, loved themselves by practicing the gift of tongues within themselves for their own glory, even though other believers couldn't understand it.

5. And finally, tell him/her that tongues were a sign to the unbelievers and not for the believers (1 Corinthians 14:22)

1. Ask for the gift. 

Ask, and it will be given to you; seek, and you will find; knock, and it will be opened to you. For everyone who asks receives, and the one who seeks finds, and to the one who knocks it will be opened.

2. Persevere in asking.

Which of you who has a friend will go to him at midnight and say to him, "Friend, lend me three loaves, for a friend of mine has arrived on a journey, and I have nothing to set before him" and he will answer from within, "Do not bother me; the door is now shut, and my children are with me in bed. I cannot get up and give you anything"? I tell you, though he will not get up and give him anything because he is his friend, yet because of his impudence he will rise and give him whatever he needs.

3. Trust God that the gift is good for you.

What father among you, if his son asks for a fish, will instead of a fish give him a serpent; or if he asks for an egg, will give him a scorpion? If you then, who are evil, know how to give good gifts to your children, how much more will the heavenly Father give the Holy Spirit to those who ask him!
