God is saying that even though warriors and fierce men (first mentioned in Isaiah 49:24) have contended against Judah (spoken of here as Israel) by plundering it and taking its people into captivity (in Babylon), God Himself (using Cyrus of Persia as His chosen instrument, as He had said in Isaiah 45:13) will contend with those enemies on Israel's behalf. That is, He will oppose them, and will recover the items those enemies have plundered and seized, and will also free the people from captivity, regardless of how mighty or terrible the captors may appear to be. In the process of doing so, He will slaughter the enemies and captors to an extent described as making them eat their own flesh and drink their own blood as if it were wine. This will show all mankind that God is Israel's savior and redeemer, and the source of Israel's strength.
