To me, the general chronology of events in 2 Kings suggests that it was Ahab's son Jehoram (who is also called Joram). He is recorded as becoming king of the northern kingdom of Israel in the third chapter of 2 Kings, and there is no mention of the next king (Jehu) until the ninth chapter, some time after the events involving Naaman that are recounted in the fifth chapter.
