God chose Moses and Aaron as the religious leaders of Israel. They belonged to the tribe of Levi. Moses was the prophet and Aaron was the high priest. Aaron, his sons and their descendants would be responsible for administering the offerings, sacrifices and worship at and in the Tabernacle of Meeting. 

For a nation of millions of people to worship God, the priests needed many people to assist them. God explains why he chose the Levites in Numbers 3:11-13 and he explains their responsibilities in Numbers 3:6-10. The Levites had no land inheritance in the promised land because the Lord was their inheritance. The Levites had their own towns to live in and pasturelands for the flocks and herds. They were an integral part of the system of worship and sacrifice when the temple was built in Jerusalem.

The Levites carried the articles of the tabernacle and, later, the temple because they were the Israelite tribe that God had designated to be the priests for Israel and to oversee the religious life of the entire nation, by virtue of the fact that Moses (whom God specfically selected and called to lead the Israelites out of their slavery in Egypt; through whom God gave His laws to Israel;, and with whom God spoke personally (Exodus 33:11; Numbers 12:1-8)) was from that tribe, and also because Moses' brother Aaron (who would have been a Levite also, just as Moses was) was selected by God to be the nation's first high priest (Exodus 28), with that office passing down to Aaron's descendants through inheritance.
