Who is Isaiah in Isaiah 52 speaking of?

Good question! When I attended Arizona Bible College in Phoenix, Arizona, I went and heard Dr. Charles Feinburg preach on this chapter in his night-after-night meetings. He was good! 

I think we must take Isaiah 52:1-10 in context. 

Here in Isaiah 52:13-15, it would seem, Isaiah presents the entire work of Christ in capsule form.

A. His crucifixion (Isaiah 52:14): He is beaten, bloody, and disfigured. “Isaiah 52:14 predicted that Messiah would be terribly disfigured by His enemies and not even look human. (See also Isa. 49:7; 50:6; 53:3; and for “reproach,” see 69:9; Rom. 15:3. For the fulfillment of Psalm 22:7-8, see Matt. 27:39; 43; Mark 15:29; Luke 23:35-36.)" --Wiersbe

At the hearing before Caiaphas, He was spat upon, slapped, and beaten on the head with fists (Matt. 26:67; Mark 14:65; Luke 22:63). Pilate scourged Him (John 19:1; Matt 27:26; Mark 15:15), and his soldiers beat Him (John 19:3).” MacArthur agrees with Wiersbe, citing Matt. 26:27 and John 19:3, too.

B. His resurrection (Isaiah 52:13b): He is highly exalted. Ryrie says that this speaks of the preeminence of the Servant in verse 13. Isaiah uses the same words of God, “exalted,” and “very HIGH” in Isaiah 6:1; compare Philippians 2:9-11.

C. His redemption (Isaiah 52:15): He startles many nations --H. Wilmington
Because of the sacrifice of Christ, the Servant, based on this Hebrew poem or song, we can tell the “nations” that redemption is offered free to all who receive Him (Jesus) (1 Peter 1:1-2)
