What does the Bible say, if anything, about donating blood?

Will donating blood cause me to enter into a covenant with the person who receives my blood?

In my opinion, the donation (or reception, such as during surgery) of blood are matters that are not covered by the Bible's teaching on blood covenants, by its ordinances on the consumption of blood, or in any other portion of Scripture. Nevertheless, these modern practices (again, in my opinion) would clearly be permissible in accordance with general Biblical principles, due to their key roles in the preservation of life (a gift from God), and because of the benefit to other people (who would all be our "neighbors" in the Biblical sense, even if we do not know them personally) in fulfillment of the commandment to love them as ourselves.

I would say that opposing or forbidding these practices based on alleged Scriptural grounds results from misinterpretation of the passages in question.
